So much for so-called "unlimited" internet access.
<p>In the continuing proxy war against illegal downloading, it seems as though ISPs are increasingly flexing their muscle as internet gatekeeper.</p>
<p>The MPAA, the RIAA, and even some file-sharing companies have all asked Congress to mandate that ISPs monitor their networks for illegal-sharing of copyrighted content and to disconnect users who fail to comply. </p>

there have been times when i thought people were gassing on but after some research i understood what they meant.

well I'll be putting this one to the test myself. I have comcast, and when I download, I download a LOT at once. I always only use half of my bandwidth or less though, so if they disconnect me, they will have my lawyers to deal with, especially since I never dl at 100% bandwidth that I have paid for (I pay for the upgraded service). I wouldn't argue if it was only for people dling at 100% all day, but I doubt this is the case :(

Edit: 8.5GB down last night, full speed, still up and running. I think this will be like the torrent throttling, only done in problem areas or specific markets. I haven't seen any of these things implemented in my area.
