AP - Microsoft Corp. has failed in a first step to win enough support to make the data format behind its flagship Office software a global standard, the International Standards Organization said Tuesday.

Translation: M$ failed to pay enough money to the right people in order to ensure a winning vote.

It comes back up for another vote later, so it's not like they're done. This vote just means that they aren't going to be fast tracked to become a standard.
