expressions or visual web developer are both excellent apps... dreamweaver isnt bad either, but i tend to stay with MS products when I can.
sure you can use an ascii editor and do it all by hand, but why? ASP is alot easier when you're using something specifically crafted to create ASP pages...

What Microsoft did was split Front Page into two programs.
For Web Pages they created Web Expressions.
For Sharepoint they created Sharepoint Designer.
I know if you have FrontPage 2003 you can get a upgrade version to either of the new programs, I don't remember how far back so if you have a older version then the MS site will tell you if you qualify for a upgrade.
If you used Front Page then you should be fine with Web Expressions. If you are using or planning on using Sharepoint then you will need to get the Sharepoint designer.
Since I use the Sharepoint designer comparing it to FrontPage 2003, they made it a little more like Visual Studio which isn't a bad thing. Might take a little time getting used to it.
As for Dreamweaver, if you going to use the online part of the other Adobe Products then it may be ideal. It does cost over a hundred dollars more retail than Web Expressions retail.
Without knowing what kind of pages you are going to make and what technologies you plan on using it is kind of hard to recommend a editor.
