It seems that RIAA/MPAA can take some actions outside US, either directly or indirectly. Indirectly means there might be counterparts involed, eg CRIA in Canada. Also inter agency cooperation might exist.

They seem to be able to work outside the law and do things that are very questionable. Just recently they got an Australian man extradited to the United States to face charges for something thats not illegal in Australia.
