For me it's largely technical, but it must also have a good script (which encompasses a good plot). I see so many movies made today that are little more than scenes, glued together. Acting quality doesn't seem to matter.
In many cases, they (studios) have to be spending as much on HYPE, bullcrap and advertisement as was spent on making the picture.

After watching several hundred motion pictures, I can truthfully say that I would (by far) rather watch a good older movie a second time, than to watch a poor quality movie the first time.

watch as many imdb top 100 best and worst flicks of all time as you can
the worst are spot on but the best list leaves so many great flicks out
if we're talking just 06-07 movies then yes so many piles of crap you can't help but land in one
about to re-watch the classic 'They Live' on my DLP projector with a few shots of brandy & a nice bag of pita chips
the concept of being economic slaves to the system is still valid today lol work to buy more stuff save money to have time to use said stuff get bored with said stuff work more to buy more stuff lol

I like movies with pop culture references and also sly references to other movies most people will not get. I like a good soundtrack too. Unexpected violence for no reason and drug use round out what I want out of my cinema experience.

capone2323 - That's the job of the Editor, who up until lately never got the credits that they deserved.
Mels_Smiley45 - A lot of what you wrote, I agree with. They make so many teenager movies in which they just stick stuff in, with no rhyme, reason or plot. It's revulsion instead of entertainment.
CCS_DUDE - All of us can tell crap when we see it. Yet, each of us has our own idea of what is good. That's why the GOOD list is so hard (if not impossible), to create.

4 films that I'd pluck my eyes out with an 'eye-sceam' scoop to avoid watching
plot loop holes everywhere completely retarded stories and one thing in mind...a quick buck
Deja Vu had a vibe akin to them but Man on Fire kicked all forms of ass (guess tony scott dropped the ball big time even after casting Elle Fanning out of respect for Dakota)
