Legislation proposed by Attorney General Alberto Gonzales will criminalize "attempts" to infringe copyrights, permit wiretaps for piracy investigations, and allow easier seizure of PCs and other hardware used to commit copyright infringement.

OK, there are those in the Justice Department that have been bought. So, what else is new.
Next, we will probably hear about some representative proposing legislation on the subject.

This appears to be a legislative proposal, designed to benefit the Republican party.
When the candidates contact the companies that make the contributions, The candidates can say "See, we're trying to help you".
That's all that things similar to this are used for. And the constituents bite every time.
