My only suggestion is maybe a detailed tracker list. Like maybe only available to trusted members. But one that goes over the main things like content, download speed, pload speed, quick hints for getting in/ keeping a ratio. underground things?

This has been discussed before nothing ever became of it. All that is really required is a different algorithm to decide what software is the top software. It should be time based rather then purely on the rating and downloads.

What is needed is for Jorge to offer Mr. T $50/month to install each app and download a set list of files and rate them on speed, reliability, selection, etc.

Get rid of that ability to rate a client jibba jabba.
