According to US congress, the united states will be experiencing daylight savings time early this year. By early i mean by up to three weeks! This is in efforts to "decrese electical useage and allow for children to have a longer time at trick or treating this year"

You'll need to go to Microsoft web site to change the Daylight Saving Time for your time zone!
I use the Time Zone Editor at their site, you can find it at following Microsoft Support page.

Well if congress can change the time, then can they change the WEATHER too?? It is kinda cold where I live and I would like it to be sunny.....I think I am gonna write my congressman about it!

Time measurement was made by man, so it can be changed. Weather on the other hand is made by a mad scientist.
