Is there a program like Bandwidth Arbitrator (http://bandwidtharbitrator.com/), but for Windows? For dealing with bandwidth hogs.

That's not a program (in itself), it's a seperate hardware solution (which runs software) called a traffic/network/packet shaper. But if you're running Windows XP, you can open the GP console (Start->Run->gpedit.msc), and go to Computer Configuration->Administrative Templates->Network->QoS Packet Scheduler. Click on the 'Limit Reservable Bandwidth' setting, and make sure 'Enabled' is checked, and then you can set the 'Bandwidth Limit' percentage.

Been looking for the same thing. But only found it in a cracked Netlimiter. And that is weird.
