I have recorded a meeting, but there is a lot of unwanted background noise, feedback, static etc... Is there a program that I can use to edit those out?

Cool Edit has a lot of features that will allow you to take out background noise as well as amplify (normalize) the voals

I have found that PCI Audio works extremely well. The application has a simple to use media rack which includes a fully functional sound recorder with graphic equalizer for editing and modifying sound.

And Nero's software, Nero Wave Editor has loads of great features and lots of nice tools.

Completely removing unwanted background noise is not possible but can be removed to some extend. Once tried doing it with FlexiMusic Wave Editor (http://www.fleximusic.com/waveditor/overview.htm), an audio editor. With command like Noise Reduction > pure noise or apply noise filter can reduce the unwanted background noise.

Try this, its a very formidable opensource program
http://audacity.sourceforge.net/
I haven't used it all that much but I'm fairly sure it can do what you want.

Cool Edit no longer exists I think..:icon_scra :icon_scra
Adobe bought the company, and now Cool Edit became Adobe Audition.
I used to work with Audition 1.5, very good for intermediate work. The last version I worked on was Audition 2.0, advanced stuff inside the program, but it is really heavy program.
For small things like editing/cropping songs for mobile phones Audacity is just fine:icon_thum
