need help about downloading speeds?

my health on azureus sometimes goes green but the download speeds stay go up to 50 kb/s even though my download speeds on azureus r set to max and my internet plan allows me to download at around 250 kb/s and it downloads that fast on the internet like download.com

maybe you need to download better torrents, private sites offer big speeds while mininova and such dont give high speeds in many torrents, i dunno
