If you're looking for old or obscure movies, and not the latest Hollywood schlock, I have found Cinematik (http://www.cinematik.net) to be a wonderful, well-organized site with alot of unique content. They're not always the fastest, but they have some great stuff. And they're public.

I would say sceneaccess.org is pretty fast for pre times (anywhere from 30 seconds to 10 minutes usually) plus fast dump speeds.
