This is all made up figures using numbers pulled out of my ass, so if anyone googles better statistics, cool. If any of them match mine, pure coincidence.

Besides the fact that africa is predominantly black, so a majority of blacks in jail in africa would make sense if you just estimated prison population using percentages of the regular population. Now weight those percentages of poverty stricken neighborhoods heavier than wealthy neighborhoods, as poor folks tend to steal more, and now youre shifted close to that "crazy" 99% figure.

So if africa as a whole is 80% black and 20% other, than you should have ~80% blacks in prison. But figure that blacks dont live in the same numbers of wealth as other races, though there may be some kings or whatnot, who knows these are pretend figures anyway.

If P is poverty stricken areas, weighted 2.0x are 95% black and 5% other, and W is wealthy areas, weighted 0.5x are 95% other and 5% black... and you have groups of 1000 citizens in each group, you'll have.

Take an imaginary 1% of the population is in prison, that'd be 20 people in prison.

Using standard, random distribution you'd have 16 blacks and 4 other in prison.
Using crude weighted distribution by placing weight on poverty stricken areas, you'll have something that looks more like this (my math may suck but gets the point across):

Area((Race) = (Population) * (Est. percent of pop in prison) * (Sample of population) * (Poverty weighting) = (Estimated of Race in prison)

P(B) = 1000 * .01 * .95 * 2 = 19
P(O) = 1000 * .01 * .05 * 2 = 1
W(B) = 1000 * .01 * .05 * .05 = .025
W(O) = 1000 * .01 * .95 * .05 = .475

That would give you roughly 19.025 blacks to 1.475 other races in prison. The weighted example would result in 92.8% blacks in prison vs.7.2% other races. Now throw in a nice margin of error +/- 5%. Now we're at a possible 97.8% mighty quick, very close to your 99% figure.
