No connection could be made...

I'm currently downloading other torrents from public trackers and private trackers (w/ UN and PW) with no problems. But there's one torrent I can't seem to download because it's from "http://tracker.slax0rz.net:51510/announce". It says "No connection could be made because the target machine actively refused it." which basically means that something could be wrong on my end of the connection (?) I want to register with the tracker but I don't know if it's public or private, plus I can't visit the site --- it brings me to another site. Can anyone help me on this problem or have any experiences with this type? Thank you.
