how hard is it to write my own bios

You would need to be well educated in Computer Engineering and Sciences, intimately familiar with every aspect of your motherboard (I don't mean what kind of ports it has), and willing to write a lot of Assembly.

okay
this is what i want to do
i have a dell xpi cd with mmx laptop that only boots from the a drive and i would like to be able to boot from the cd and install a hard drive bigger than 8.4 gigs. so i have the newest bios from dell for the laptop
would it be possible to change it to do what i want

Well basically its impossible to do what you want unless you plan on spending alot of time reverse engineering the current bios and modifying it which is highly unlikely within your realm of skill. Anything is possible I just dont think you will manage.

Are you sure you cant boot from cd, most bios had that standard for a long time.

designing a bios is no chore for anyone but the extreme hardcore, even then it would be difficult. You would better served with a newer laptop in this case. Trust me...I have a dell xpi CD

It would cost you more to pay someone to do it then to buy a new laptop. Just install linux on it or something and use it as a hobby.
