Skinning How To

While we can whither away waiting for apps to do the job, maybe someone who knows and cares to do the effort please explain how, after moderating the xml sheet and bitmaps, these two components can be linked together in an exe file, as to complete "making a skin", or is there something I have totally gotten wrong here?

I'm sure it'll be somewhere like China so there's not much point phoning anyone, it's like one of us seeing a cow carcass.. no big deal.. it's just food!! (personally, i don't like the idea of eating cat, i think that's what it is, but it's the only even slightly entertaining thing i could think of posting at the time.)
