Speeds dropped significantly, can't figure out why

Alright, well I'll do this brief, and see if any has any idea what happened.

First off, I use BitComet, and secondly, I'm on a 5mbit/s down and 512kbit/s up cable line.

Well anyways, I use to get no more than 5-10KB/s down from Bittorrent, and upload almost nothing. I couldn't quite figure out why. Suddenly one day it got boosted.. outta NO WHERE. No clue how, or exactly when, or why. I have no strong recollection of any tweaking to BitComet OR my modem. Either way, I started uploading the MAX of my connection (roughly 60KB/s UP), and my download speeds went the highest I've ever seen on my bittorrent, of roughyl 100KB/s++ on nearly every single torrent I tried. (All of them were quite highly seeded/leeched anyways). Then just about 2 or so days ago, it got killed again! But at least not so bad this time.

The absolute HIGHEST I upload now is roughly 40KB/s.. though I'm usually uploading anywhere from 0-25KB/s, and getting crappy download speeds about about 10-30KB/s on all well seeded/leeched torrents.

My question: What the heck happened?

I don't remember changing ANYTHING 2 days ago. The only thing I can think of is my ISP doing something fishy. But how did I get the initial speed boost, and why did it go back down? Is there anything I can do to push it back up to before?

Upload speed depends greatly upon the popularity of the files your sharing. The more people downloading from you the better chance of maxing out your upload connection.

That being said Bittorent rewards those who share more. Since you were uploading more it will allow you to download more.

That being said speed can vary greatly from ISP to ISP and also the time of the day make a big difference.

That being said a Cable connections speed can very greatly depending on who your neighbors are. If you neighbors also use file sharing apps they may be sucking up much of your bandwidth.

That being said you may also want to completely scan your computer for Adware/Spyware or viruses that may be eating up CPU power or bandwidth.

That being said it’s always wise to consider the problem may be the result of bad Voodoo or possibly punishment for bad deeds in a previous life.

Well I know that, but I never changed any settings. I've always had it at 9 upload slots, uncapped speed. I've tried increasing my uploads slots, but I see no increase in speed.

That being said, I got top-notch speeds, at all times of the day, every day, with the same ISP, with all the same settings, and after running all my protection software (Ad-Aware/Spybot/a-squared/ewido/anti-virus).

So I guess that leaves two real options from your post.
- Someone, who is a massive connection hog around my area, stopped using their internet for about 2 weeks or so, and then started up again. OR
- I have bad karma.

Not sure what you're talking about. If you're trying to make a stupid joke, I would prefer that you please keep it to yourself because it's really not helping.

Actually, with a 512k UL, and taking overhead bandwidth into account, your max UL speed is about 45 kb/s. So uploading at 40 kb/s isn't bad at all.

Which Cable ISP are you on? Possibly they've begun the bandwidth throttling. If you are sharing your max upload all the time it's possible you've tripped the alarms at your ISP (if they have them) and now they are scrutinizing your account's bandwidth usage.
