Hi! I'm new to this site but i got a question: I'm gonna buy a DVD burner for my laptop but i dont know if i need a license for burning DVD's, so do i need a license or not?

There is no "licence" for burning DVDs, unless you count making a "back up" of your purchased materials.
That nonsense aside . . . you need software that will allow you to "back up" a DVD title, there are several at least, but one or two that are tried and true that you cant screw up.
Want the no bullshit "get it done right" answer? Use DVDShrink and find my tutorial here somewhere.
If not mine, there are others out there.

I paid for my tv liscence. So now that covers me for my 10,000 backups also as i watch them. End of story.

You would need a Drivers license for starters, and possibly not buy into the UK televison service.
