If your municipality can not supply adequate drinking water then those responsible should be thrown out of office and charges filed against them for endangering the health of the public. And if it is private utility companies then they should also be held responsible by being heavily fined with their CEO's imprisioned for theft by deception and endangering the public's health as well.
