I looked on the official Kazaa page, and the answer they gave:
Participation Level: Frequent KMD users and those who frequently rate files rewarded with higher priority in download queues
Is it just me, or is this extremely vague?

Sound's like you get rewards for ratting out which files are the most popular by rating them. By ratting out I mean they know which files to spread phoneys of or they know which songs will be good to charge for. Use the cheat like Diddly said.
