image collection sharing?

'photo sharing' sites seem to be about sharing photos that you own the copyrights for. what about if you want to see what pics other people have downloaded from their internet travels? people post pics they dont own the copyrights to on blogs, but not necessarily their entire 'my pictures' folder. what id like to see is a site that hosts images and allows you to outline what youre hosting like 'nature' 'people' 'art' etc. and a rating system would be nice. i know you can do a 'parent directory' search, but i dont think its worth scouring peoples image collections unless theyre organized and peer rated. anyone know if this kind of thing exists?

also a file sharing program may work for this. all it needs is picture searching and ratings. just depends whos sharing. but ive never really heard of people touting file sharing because of image collection swaps...
