par and par2 files, how do they work?

I am new to NewsGroups and up until recently I havent even bothered downloading the par2's because I didnt understand what they were. But yesterday I decided to find out what they did and I downloaded a split archive of 15 parts with the 16th part missing.
So I ran the par2 file and then it just created the part16.rar out of nowhere! I don't understand how these work. Where do they get the data from?
If all the rar parts are available and all the blocks of those rar parts are on the news server, should I still download the par2's?

actually this is what you should do.. Download the entire posting of RAR files.. and the SFV file.. Download a sfv(It checks for missing parts and make sure its there.) It will store the memory of it afterwards and let you know if some rars are incomplete, or missing. If any of it is. Download some par2 files, and run it. They put like 10-20percent of file building in to the par files to construct it. Its quite intresting, you really dont need it as much if your on a good newsgroup. IF you have unlimited downloads, go for it all.

par 2 are great one time i needed to get a good number of regular pars to fix a file i was seeing that there was only one par 2 file when it first came out and it fix the whole rar set i have, as where u had a par 1 file you need more then one par to fix and repair a whole corrupted rar set.
