help with freenet,

I've been tooling around with freenet for a couple of days and all I can get are outbound connections. I have a broadband connection that assigns a dynamic ip, so I joined up with dyndns.com and put that address in my ini file with no help. I'm using windows 98 first addition, could that be the problem? Do I need a static (sticky as my isp calls it) ip address? How do I port forward. Thank's.

I forgot to mention that I don't have a router hooked up to my connection.
