This is a WinXP problem:
Although I keep my my taskbar locked and as low as possible (on the bottom of the screen), it resizes itself a row higher when I restart Windows. I've already gone into Group Policy editor and the registry to disable taskbar features - none of them worked.
I even asked this question on Annoyances.com and Winguides.com - no answer.
It started happening when I used a Style XP theme, and ever since, it's been doing this. Any fixes out there?
