Changing the aspect ratio of video....

I have an mpeg file that I would like to compress and change the aspect ratio so that it is small enough to go on my cell phone, does anyone know a program or process that would allow me to do this?

u can do this by virtualdub
and if u donnu how to use vdub then ur not in the game
