I've got ADSL at 256kbps in 128kbps out.
Using skype I hear very broken voice, but the remote user hears me crystal clear.

I think it's a latency problem on inbound traffic. Does anyone have a solution, or know any program I can use to test this latency (like half of ping just on the inbound)

This is an increasing problem with Skype, as a lot of dickheads want to use the bandwidth to stream MP3 to other countries!

You can run a tracert from both directions and compare the results. Also, be advised that is the sender is in one of our 3rd worldly countries, and trust me, im getting to be an expert on this, that it just may be THEIR problem sending to you, ie: their ISP.

Both of you may need to adjust your MTU fro 1500 to 1492, just to see if it buys some resolve. (lots of IFs here)

And please tell me your not trying this while using a P2P app!

I'll run the tracert in both directions and compare.
The sender is in Europe with a 1.5mbps downstram and 128k upstream connection. I have also tested the connection between skype at home (BTW, I live in New Zealand) and at work (10mbps connection) and it too is shitty.
I'm pretty sure the problem is with me because all the other locations I tried (from work to europe) works fine.

And I'm running skype alone with nothing hogging the connection (no p2p, email downloads etc).

I havent tried the mtu trick though, it might work.
