I have 1k broadband, ntl claim i should be getting 1500k.Azureus is hardly strangling my bandwidth.

Without upstream being shared your download speeds will be rather slow at a crawling pace its a must to share on this network.

then you should have seen this:

If done efficiently, downloads can be very fast. The problem lies with the fact that if your uploads are *unlimited*, then the ACK's do not get sent out fast enough, which slows your download. The simplest way to solve this is to limit your upload bandwidth. 80% of the maximum is usually recommended. This gives your ACKs a bit of breathing space to get out with.

what is your total upload speed? what does your ISP say it is 128kb/s 256kb/s?
remember 8kb = 1 KB
if your uploads are maxing out at 15KB sounds like you have a 128kb/s upload speed
try setting your upload speed to 10 KB for a 128kb connection
leave download speed unlimited

if you still have problems it must be a firewall or router issue for the number of seeds and peers for that

EDIT: and don't expect your download speed to be greater then your upload speed.
Since there are almost always more prospective downloaders than you have bandwidth for, your client has to choose which ones to share with. It picks by giving preference to the people who share the most with it. This means the people who upload the most get the fastest downloads, a property known as "leech resistance", since it discourages "leeches" from trying to download the file without uploading it to anyone.

well maybe theyre talking about your download speed and not your upload speed limit.

when you had it set for unlimited it maxed out at 15K, so it sounds like a 128kb/s upload limit, try setting your throttle to 10 (like i said) and see if it helps
