Connection refused by target machine

I am new at using dcplusplus,
I got a hublist from hublist.org
but I could not connect any of them so far.
I shared over 100gigs and I even open 10+ slots but all servers keep saying that
Connection refused by target machine
I have only one cause in my mind that I am in a educational sub mask.(maybe I am wrong what it is)
any offer?

your network administrator could be blocking it, or the hub's address might have changed, or it could be down.
