Windows 98 SE without second thought!!!!
Windows me are too unstable and windows XP will not run all the games. So, windows 98 SE is the obvious and solution for gaming.

As far as Microsoft software is concerned, install windows 98 SE, WITHOUT A DOUBT. Espescially if you plan on doing any multiplayer over a LAN. Trust me, don't even bother with other os's. Me and my friend have literally HUNDREDS of hours troubleshooting every other microsoft platform availabe because we thought we would try a different os, not worth it, beleive me.
If you plan on building this machine soley for gaming, install windows 98 SE, and don't look back!!!!! Enjoy your new system!!!!

Dual boot definitaly. XP plays games nice (when it can read them anyway).
