Can't seem to get it working and tried searching the web and found "instructions"

it says
" 1. On the .NET Passport Member Services page, click Edit my .NET Passport profile.
(You will be asked to sign in to your .NET Passport if you have not already done so.)
2. Under your e-mail address, click I need to change this.
3. Type your new e-mail address and your current password.
4. Click Change."
Can't find that under email address, did they take it down?
