You haven't mentioned setting up port forwarding for your router or firewall. You need to forward ports 6881-6889 (Not all of them, 1 should do, 2 is best)
This thread (compliments of Malicious Intent) should help you out: http://www.zeropaid.com/bbs/showthread.php?t=17671

Have you considered if your ISP has blocked those ports? Many block it because as much as 50% of internet traffic can be bittorrent. Try a nonstandard port, the higher the port number, the better.

For a 256 k/s internet connection, your maximum throughput is: 32 KBps. If you are on Cable, this is during non-peak hours, and if your on DSL, this is dependable upon how close you live to your station.

Well for an average DVD rip, which is 700 MB on average.. heres some stats.
Downloading a movie at your max current connection, it would take 6.22 (infinate 2) hrs, considering that you downloaded CONSTANTLY at your maximum throughput.
It's up to you, and is your choice only, whether to upgrade your connection.

so lets say i went to 512 and downloaded at worst 50% of maximum (guess here)...would that still take 6 hours.

Yes, because 256 is exactly half of 512. So if you downloaded 50% of the maximum of 512.. it would be 32KBps at half speed of 512. I'm off for the night. Lots of electrical storms and restarting can be forseen. I'm shutting down. Glad to have such a long conversation. Hope you have all the info you need, if not, someone else can help, we have lots of good members :)

but see, the problem is, the probability to be donwloading at your maximium capabilities the whole time is very low, i have 256 as well and as an average i download a 27 kBps and to download a 700 mb movie it takes me about 9-10 hours
hope that gives u a rough idea as to what youre dealing with
