Brand new games would most certainly be Bittorrent. I personally use Azureus http://azureus.sf.net and http://www.suprnova.org to find them. If you want brand new stuff, I really highly recommend (and this is for everyone) http://www.torrentbits.org/ ... It is a community where you must register and configure your client to their rules and follow their standards, but it is also very fast and it's only for brand new stuff that comes out. They only accept a certain amount of registrations and if you break rules or don't use it often, they may cancel your account.
If you want older games or stuff you missed on bittorrent, I would recommend Emule. http://www.emule-project.net or Emule Plus at http://www.emuleplus.tk . Read up on them before selecting one.

With your connection it will take a while no matter what. You could try IRC to, but I wouldn't recommending attempting newsgroups which is what others will recommend (With your connection speed it would be a waste of money). Bittorrent is plenty fast and with your speed emule wouldn't even be noticeably slow since you only download at like 30 - 40 kbps anyway.

Yes, with 256k connection (i used to have) downloading an average sized game will take well over a day. Even with T1, the speeds can be slow or fast. So have patience, with 256k, you won't download a game within a day.

Even with a 256 kb connection you can use newsgroups to download games. Btw you dont have to pay for a news group provider in order to use newsgroups because, usually your Internet provider provides newsgroups free of charge to you with your internet connection.
Patience is a true virtue as well when your downloading any file. I would give bittorent a try as well as newsgroups. Either case 256 kbs is sufficient to download from newsgroups.

Most ISPs do not provide reasonable newsgroups in terms of speed (ask CPU), reliability, or even group availability. Some don't even have newsgroups. Perhaps he is lucky and he has an awesome newsgroup account with his ISP, but if not, paying for newsgroups would be a waste of money in my opinion since his connection is about 1/10 of the speed that the best offered newservers run at. He would notice little if any difference from bittorrent and emule with his speed.

Use bittorrent. You ll get them faster and will be posted there prior to any other p2p network.

Maybe before other p2ps but not before being posted to the newsgroups and fserved on irc! Most of the stuff on bittorrent comes directly from newsgroup releases. With nfo and sfv files and multiple rars.

This is why I said first from any other p2p network :;) Irc and newsgroups have them first but you can't say they are "true" p2p networks. However, they serve the task...

My internet provider provides a good retention on the newsgroups that they have in fact they offer 26,631 newsgroups and in that containment there is a lot of binary groups that you can get games from.
He doesnt have to pay for a news provider since I am sure his internet provider provides one for free.
Btw a internet speed of 256 kbs a second is not bad. If you divide that by 8 you have a sufficient download. Hell its 32kbs a second 6.5 times faster then a dial up connection. *most dial up connections can download at least 5kbs a second, maybe even less.
Btw the person can always use grabit as well. So if they have to resume the files they are downloading they just hit resume and it downloads from where it left off.
Btw emule and bittorent have different download speed ranges too dependent on how many sources your getting.
Its all about choice and if I was this person I would still use newsgroups even with a 256 kbs connection. Sure they will have to wait like a day or so more to get the game, but even with bittorent and emule they are going to have to wait for the game because of the connection.
The connection is way better then a dial up connection to yeah they can still use newsgroups etc.
*hell i know* i use to have a slow connection hehe.

At Dragoncon this year, Funcom was giving away trials to Anarchy Online. They gave you a dvd with the client, but you dont need it. You can download on their site and get a free code at http://www.anarchyonline.com/dragoncon
Not sure how long the link will work. But the game rocks.
