Since a Canadian court has ruled file-sharing to be legal in Canada, has there been any development activity along those lines ... say, proxy-servers that would make sharing activity look like Canadian activity?

hmm that is a good question.
if you get a chance try google and search for these key words proxy-servers + canada, and see what comes up.

But yeah some proxy biz could prolly do pretty well right now if they could come up with decent bandwidth!

I think even routing files through Canada would waste too much bandwidth (seeing that we trade in petabytes). The money we spent on bandwidth, couldn't we pool it together (maybe with EFF) and buy some Senators for our side ;-)

Heck im not afraid of hosting a p2p project here in the states, i have enough legal knowledge and money to put up a good fight with anyone who tried to shut us down.
