since partial sharing can not be disabled on overnetm what are the chances of either getting caught by my ISP, which is a college network or the big corporations?

As far as the universities I know, most of them aren't concerned with reprimanding the student population (much). Most of them are concerned with blocking those types of traffic to reduce bandwidth usage and consequently their bills for said service.

But, as was said, if they really want to find and catch you, it's distinctly possible.

there is no p2p that is 100% secure from anyone.

RIAA/MPAA actively target universities so you have a bigger chance of getting caught than the average home user. Also universities are getting very bored of seeing p2p users taking most of the bandwidth so they might get on your case too. Overnet isn't secure. You don't just send your partial files, you are also broadcasting your IP address. If you download anything new and popular you are at more risk. So you might as well make the risk worthwhile and actively share and release some stuff. If you get caught it's all the same anyway.
