Recently got my laptop back from CompUSA who recently got it back from hp. I got a new screen among other things.
The new screen likes to make text green while I scroll. Why is this?

Looks to me as if they either A) Changed your LCD out for another model with a diffrent refresh rate or B) The didn't set it right. Try playing with the refresh rate in Display's advanced properties.

Thanks, I changed the color quality and I think the problem is gone. We'll see.
There was only one option for the refresh rate.

LCD monitors don't have a refresh rate in the conventional sense... they have a pixel response time, but as far as the OS is concerned it uses 60Hz as a reference.
Whereas CRT monitors continually scan the screen and "re-ignite" the phosphor at a specific interval, LCD monitor's pixels are either on or off with the backlight illuminating the screen. I think I read that the average pixel response time is somewhere around 40Hz.... hence the ghosting and blurring commonly associated with rapid movement on LCD monitors.
Your problem is more likely the colour calibration.
