Hey what is a good Video file editor that i can use on mpg's and avi's to lower their quality hence making the size of the file smaller.

If im reading this right you want to make your already compressed files even more compressed. Try looking into some Roxio software. I believe you can convert that way.
Do you know what file type you are aiming for ? because your quality should already be kinda low.

For working with mpeg, use TMPGEnc Plus (http://www.pegasys-inc.com/en/index.html).

For AVI use VirtualDubMod (http://sourceforge.net/projects/virtualdubmod/).

you can also use windows movie maker to do that.. although that does greatly affect the quality its good bcuz it comes on pcs using windows XP and bcuz you can play around with it if you feel like it...
