AVI to MPEG

Can anyone tell me a good app for converting avi files to mpeg files? Of course, it has to be free.
While we're at it, can anyone tell me if there is a way to burn avi files to a vcd without first converting to mpeg?

use Nero to burn whit the least amount of work, and it's free if u alredy own it
