If you are running Norton systemworks you will have to empty the Norton protected files -> purge all files from the recycle bin before you see the space freed.

Are you using Windows 98 ? If so, I remember a problem like this that I had, albeit a long time ago. It was an actual bug in the operating system when handling large or lots of recycled files.
Basically, I remember having to kind of tease the correct amount of space back from the drive. What I found worked was actually placing a small file into the recycle bin (such as an empty text file), and then deleting it from the recycle bin (repeated a number of times)
Slowly, the system showed more and more free space, until the entire amount was yielded.
I don't think that defraging your drive will work, as this will not give the recycling system a chance to actually balance the books. Defraging is crazy with such big drives, and it's a fallacy that you even need to do that these days, with drives being as quick as they are Today, performance is rarely impaired.

Isn't Diskeeper Lite and your default disk defragment on your computer the same thing? Or am i missing something here?
Diskeeper does a much better job than the regular Windows one... but I use Diskeeper Pro... it can... be... how should I say this.... *found* at certain places as uggghhh... trialware.

I think he should better try this free disk usage analysis tool (http://directorysize.moleskinsoft.com/disk-usage-analysis-tool.php). Though I'm not sure for 100% if it fits here...
