ACDSee is not bad. There are several versions of this at www.oldversion.com/ I also use Microsoft Picture It. This is good too.

Im using Adobe Photoshop at the moment for all my picture and image editing. Photoshop isnt a pick up and go program in that a user can understand all its features in minutes. Its geared towards the professional / diehard user.
I was previously using Paint Shop Pro which i found simple to use and easy to learn. Though its simplicity does offer less features than Photoshop, it does compare well for the budget user or learner.
You can download a trial version of Paint Shop Pro off www.download.com

These are great suggestions, and it really depends on what you want to do.
If you want to resize, you can do it on 15 seconds flat with ACDSee. If you want to crop, you can do it just as fast with ACDSee, or the Microsoft Picture It.
Use the simplest tools for the simple jobs.

I use HyperSnap-DX 5. Great for capturing, resizing, cropping, etc.

I would recommend Irfanview. Has lots of options for editing and its free ( the best part).

Another great picture editor is L-View Pro. I really like this one. It's very small and easy to use. My kids use one called Pixia. It's free and has lots of features.
