well, red links don't really look that great on a black background, nor does your logo....
also, just holding down the spacebar to get something in the center of the page isn't the most efficient way of doing it, and it only works for the screen resolution it was done in. use the <center> </center> tags.

I think it is very plain looking. It needs something to snazz it up . Plus, I don't care for black backgrounds.

Why not?
Using a PHP based system enables the site to look a hell of a lot better. It also beats using Dreamweaver or Frontpage to mess around with HTML.
I suggest going back to a PHP system, grab a nice template for it and post away. It will save you lots of time.

and I wanta get more logos and pics to snazzy up my site. But my most important thing I wana get done on my site is get the most news and the most help stuff for p2p programs. Like Reviews and help guides.

First, in order for any site to fly, the webmaster should have at least a decent knowledge of HTML and a good eye for site design (that includes content).
Even so, I believe that until you come up with something original, all of your attempts will be unsuccessful. Your site will be much more popular if there are some interesting features that other portals don't have, but unfortunately yours only follows the mold, and there is no reason for a person to choose your site over a place like Zeropaid (except for sympathy or hard feelings toward these larger sites).

What you are looking for is a content management system.
This (http://www.la-grange.net/cms) site lists some CMSs offered thorugh perl, PHP, m4 or Makefile, python, Java, and Rebol.
The most popular CMSs are the ones powered by PHP. I was able to work with a PHP powered CMS in the early stages of http://fileportal.net . I'm not sure what they use now, you would have to ask them.
If you plan on having a forum and you are going to use PHPBB. Then I suggest uploading your message board and then use the PHPBB hack to install a portal on top of it. The portal acts as the main page which can be managed through the forum itself.

portals are cool, but they are getting to be too trendwhore
BTW @ nasrules, I fixed the Netscape compat issue, although I personally despise it, it does not support the stuff that enhances the site and it just quirks a few things up, oh well I guess (shrugs)

Yoda, your invision boards were better than your new ones but that's ok. I like the design a bit but it is kinda thick so if you can you should fix that :)

It looks good. Now, all you have to do is tweak it and add news updates. The more news and the variety of the news that you post will make or break your site.

Yoda your site has changed like 10 times in about 2 weeks, stick with one layout and get some content on it man!
