Plz... help me I need Bandwidth controller for Linux Base use in my cache serever so where i can download that or find plz
give me any suggation about that.

Depends on exactly what you are doing.
If you want to do kernel based bandwidth limiting then go and read the relervant HOWTO's. It's complicated.
If you want to do userland throttling then
http://monkey.org/~marius/trickle/ (trickle) may be what you are after.
