him yes that did make sense ok what you need to do is get to DOS to do this all you have to do is to go to start turn off computer and hit log off into dos mode then type in
Format C:
put yes then boom all of drive c is gone and all you have to do is put in windows xp and start the download...Tell me if you need more help
EDIT: Remember all of your files will be gone please back them up useing floppys or a cd burner....And it will take a few minutes for it to format c but once it is gone you can start to download xp.

Whatever you do, and what ever advice you follow, take to heart one thing.
Back up your data (files, things you created/downloaded, etc. Anything important to you).

hmm
you dont want anything on your hard drive then.
well before you take the advice of others and format your hard drive why dont you insert the winxp cd into your cdrom drive and see if your computer at least meets the minimum requirements before you format your hard drive.
if after your computer meets the requirements then i suggest you go to google.com
and type in these keywords to research how to format your harddrive before you do it.
You may need to have a boot disk as well.
use these keywords when you search at google.com
format harddrive + xp
here is a good site to go to. it will help you get answers to questions you might have regarding the different ways to format and install different versions of windows operating systems.

formatting is easy enough when installing xp. boot up off the cd, and sometime in the install process, the installer gives you the option of formatting your hard drive.

Another way to do it is to boot to dos and run F disk. Delete the C: partition, create a new one and format.
What you can also do is just leave ME on there, put the Xp cd rom in the drive and chose "clean install" instead of "upgrade".
That should wipe out the crappy ME.

Boot to Windows XP. Right click my computer -> manage.
Disk management will open up. Right click the C partition and chose to delete it. Then Create a new partition and format.

I did the same thing on a friends PC.
You now have XP on your D Drive and still have ME on the C Drive - Correct ?
And you don't want ME on your PC - Correct ?
Also, did you back up all the C Drive files that you want to keep ? Never mind the D Drive files, as they are probably all gone now.
